- Biome: Vast arctic and subarctic tundra
- Governance: A League of City-States
- Leaders: Either a Plant Creature of near-Eldritch-Horror power, or a Legendary Lich ruling a specific country — possibly both, in uneasy coexistence
Geography & Features
Vast arctic regions and subarctic tundra. Travel via deep-water ships is rare — the League relies on tamed beasts or magical means to reach other continents.
The Winter Fey: A large civilisation of Cold Fey once flourished here around a portal to a Fey Realm. Cold fey are generally terrifying, though some are benevolent. The portal gave them enormous power.
The Lich Country: One of the city-states is (or was) directly ruled by a legendary undead creature. The nature of this rulership — whether it was a bargain, a conquest, or something stranger — is unclear.
Current State (Post-Fracture)
The Rifts severed the Fey Realm connection, leaving the Winter Fey feral and without direction. The Lich-Kings have retreated into deep stasis. Their spy networks in other continents are now ghost cells operating without orders — dangerous precisely because they are autonomous and their original objectives are unknown.
Relationship to Iskavell
Espionage. Ulbrion does not invade with armies — it invades with spies. The League's approach is to destabilise rivals by subverting religions, commercial guilds, and governments. Most "Cold Fey" found on Iskavell are remnants of failed Ulbrion subversion attempts.
Whether active Ulbrion agents are currently operating in Iskavell is unknown. The ghost cells are a real possibility — agents with old objectives and no handler.
How Ulbrion Views Iskavell
A potential target for control rather than conquest. They see Iskavell as a place to destabilise or manipulate from the shadows — a strategic asset if managed, a threat if left to develop independently. Their view is strategic and cold, focused on long-term leverage.
